Chengdu-Europe Industry Dialogue：China (Chengdu)-Europe Seminar on Flower-Plant Industry held in Wenjiang District“蓉欧产业对话”中国（成都）—欧洲花木产业论坛在温江区举行

On the afternoon on April 11, the first 

main event of Chengdu-Europe Industry 

Dialogue 2023–China (Chengdu)-Europe 

Seminar on Flower-Plant Industry, co-

hosted by Foreign Affairs Office of 

Chengdu Municipal People’s Government 

and Chengdu Wenjiang District People's 

Governmentand jointly supported by the 

Consulate General of the Kingdom of 

the Netherlands in Chongqing and the 

Netherlands Business Support Office 

Chengdu,took place in Wenjiang 

District. Centered on the development 

of the flower-plant industry, this event 

gathered experts and enterprises in 

related fields from China and European 

countries, as well as guests and 

representatives to share and exchange 

their experience and technologies in 

optimizing the flower-plant product 

structure, building a platform for R&D 

innovation, cultivating brands, promoting 

industrial integration, etc. and to explore 

new opportunities for Sino-EU industrial 

cooperation.

4月11日下午，由成都市人民政府外事办公室、成都市温江区人民政府联合主办，荷兰驻重庆总领事馆、荷兰贸易促进委员会成都代表处共同支持的2023年“蓉欧产业对话”首场主线活动：中国（成都）—欧洲花木产业论坛在温江举行。本次活动以花木产业发展为主题，汇聚了中国和欧洲相关领域专家、企业，参会嘉宾代表围绕花木产品结构优化、科研创新平台打造、品牌培育、产业融合发展等经验及技术进行分享交流，探索中欧产业合作新机遇。

Wang Qian, vice-mayor of Chengdu and 

secretary of the CPC Wenjiang District 

Committee, Huub Buis, consul-general of 

Consulate General of the Kingdom of the 

Netherlands in Chongqing, Zhang Yinchao, 

secretary-general of China Flower 

Association, and Tim Briercliffe, secretary-

general of the International Association of 

Horticultural Producers (AIPH) delivered 

a speech at the forum, respectively. Ma 

Liehong, deputy secretary of the CPC 

Wenjiang District Committeeand the 

District mayor, and Dong Yong, deputy 

secretary of the CPC Wenjiang District 

Committee, attended the event.

This dialogue was held synchronously 

both online and offline. A total of nearly

70 participants like Stephen Ellison, 

British consul general in Chongqing, 

Eduardo Lopez Busquets, consul general 

of Spain in Chengdu, Günther 

Lazelsberger, consul general of Austria 

in Chengdu, Mehmet Mert Tokman, 

consul general of Turkey in Chengdu, 

Ingrid Delfs, deputy consul general of 

Germany in Chengdu, and Koo Byungyul, 

consul of Consulate General of South 

Korea in Chengdu, as well as 

representatives of trade institutions and 

companies inside and outside China 

were invited to join. The event also 

attracted more than 230 floral industry 

leaders and representatives from 14 

countries, including Germany, Austria, 

Bosnia-Herzegovina, Finland, France 

and Italy to attend online.

此次活动线下、线上实时同步举行。英国驻重庆总领事馆总领事史云森，西班牙驻成都总领事馆总领事爱德华·洛佩兹·布斯克兹，奥地利驻成都总领事馆总领事雷君山，土耳其驻成都总领事馆总领事陶可曼，德国驻成都总领事馆副总领事戴英丽，韩国驻成都总领事馆领事具炳烈，以及贸易机构和中、外企业代表近70余人受邀参加现场活动。活动还吸引了德国、奥地利、波黑、芬兰、法国、意大利等14个国家，230余名花卉行业翘楚和代表线上参会、观摩。

As Wang Qian said, Wenjiang is 

welcoming and embracing a new round 

of progress with a new attitude. The city 

takes the “two rivers and one center” 

system running through Jinma River and 

Jiang’an River, and one cultural core–Yufu 

Confucius Temple, as the urban 

construction strategy for future 

development to step up the urban 

transformation, high-quality and 

sustainable development with the value 

concept of constructing the ultimate 

coexistence and harmony between man 

and nature. For one thing, Wenjiang 

focuses on solidifying the urban 

foundation to advance the high-quality 

economic development and forming a 

development pattern driven by innovation 

and opening-up and industrial 

agglomeration. For another, the city 

strives to create a high-quality urban life 

and improve the happiness index, fully 

demonstrating the value pursuit of “living 

a better urban life”. In addition, the city 

is committed to implementing high-

efficiency social governance, building a 

modern order, and finally realizing the 

common progress of people and the city 

with a principle of sharing results and 

shouldering responsibilities. He sincerely 

hoped that we can take this platform as a 

new starting point to seek advanced, 

extensive and deeper win-win cooperation 

and continue to expand new space for 

open development in this city where man 

and nature coexist harmoniously.

王乾在致辞中说道，温江正以全新的姿态迎接和拥抱新一轮发展，将自然生态贯穿全境的金马河、江安河和最具文化识别度的鱼凫文庙定义为“两河一心”，作为未来发展的营城策略，以人与自然极致相处、和谐演绎的价值理念，推动城市转型发展、高质量发展、可持续发展。温江着力推动经济高质量发展筑强城市根基，推动形成创新开放驱动、融合集约集聚的发展格局；着力创造城市高品质生活提升幸福指数，全面彰显“城市让生活更美好”的价值追求；着力实施社会高效能治理构建现代秩序，以共担共享的新知新念推动善治良序实现人城共进。衷心希望大家以此次论坛为新的起点，在这座人与自然和谐共生的城市，谋求更高能级、更广范围、更深层次合作共赢，不断拓展开放发展新空间。

As Chengdu is poised to hold the 2024 

World Horticultural Exhibition (the 

“Expo”), Wenjiang impresses the world 

with its ambitious efforts to develop the 

horticultural belt, Huub Buis expressed. 

The Netherlands is an industrial 

bellwether known for its agricultural 

(including horticulture) advancement. 

China now has not only excellent flower-

plant planting and processing enterprises, 

but possesses huge market potential. 

The Netherlands is glad to work with 

Chinese partners to promote the 

development of the horticultural industry. 

He expected this cooperation to become 

a new starting point for the sustainable 

development of the industry.

包适在致辞中表示，在成都即将举办2024年世界园艺博览会之时，温江致力于发展园艺产业带的壮志让人印象深刻。荷兰是一个以农业，包括园艺业在内的行业引领者而闻名的国度。现在中国有优秀的花卉苗木种植、加工企业，也有巨大的市场潜力，荷兰园艺行业乐于和中国合作伙伴一道，共同努力促进行业发展。希望此次携手合作成为行业可持续发展并肩同行的新起点。

In the activity,Ma Liehong presented the 

investment environment in Wenjiang 

District and released a list of 

opportunities, so as to seek industrial 

cooperation projects that fit Wenjiang 

development. We warmly welcome 

more enterprises to visit Wenjiang, pay 

attention to Wenjiang and invest in 

Wenjiang. Wenjiang venue for the 

Expo and its overall layout of “one 

garden, one museum, one axis and 

multiple points were introduced and 

explained in detail.”.

活动中，马烈红就温江区投资环境进行推介，并发布温江城市机会清单，以此寻求与温江发展相契合的产业合作项目，希望更多企业了解温江、关注温江、投资温江。活动介绍了2024年成都世界园艺博览会温江分会场相关工作，对成都世园会温江分会场的“一园一馆，一轴多点”的总体布局进行了详细讲解。

Besides, an unveiling ceremony was held 

for China-Netherlands Bulbous Flower 

Industrial Park. Located in Zhenzichang 

Community, Wanchun Township, 

Wenjiang District, it is mainly composed 

of a flower-plant (agricultural products) 

import & export zone and co-built by 

Dutch Tulip Association and Chengdu 

Longke Rural Development Co., Ltd, a 

state-owned enterprise in Wenjiang 

District. The Park houses an international 

trade headquarters, a cross-border 

product inspection area, an integrated 

customs clearance service area, and a 

smart cold-chain transit area, and 

provides such services as seed and 

seedling introduction and research, 

products inspection, quarantine and 

containment, cold-chain storage and 

logistics, exhibition and trading, 

e-commerce, import and export trade, 

supply chain finance, etc. In addition, 

it is expected to take the Expo as an 

opportunity to create the most 

influential and attractive bulbs and 

seedlings trade distribution center in 

China.

活动还进行了“中荷球根花卉产业园”揭牌仪式。中荷球根花卉产业园以花木（农产品）进出口园区为重要载体，由荷兰郁金香协会和温江区属国有企业隆科发展集团共同打造，位于温江区万春镇镇子场社区。园区将设立国际贸易总部区、跨境产品检验区、一体通关服务区、智慧冷链中转区，集种球种苗引进研发、检验检疫隔离、冷链仓储物流、展示交易、电子商务、进出口贸易服务、供应链金融等功能于一体，并以2024年成都世界园艺博览会为契机，打造国内最具影响力和吸引力的种球种苗贸易集散中心。

Moreover, CBTC International Trade B.V. 

and Chengdu ARP Joint Greening 

Investment Co., Ltd. signed the Platform 

Construction and International Trade 

Cooperation Agreement, and both sides 

aim to co-build an international flower 

trading center based on the zone in 

Chengdu. Sichuan Heshengde Import 

and Export Trade Co., Ltd. and Greenterra 

Ltd., a Latvia-based peat supplier, reached 

a peat cooperation contact to jointly 

create an all-new peat brand. Wenjiang 

District Bureau of Agriculture and Rural 

Affairs and Poland Greenery Promotion 

Agency entered into the Agreement of 

Intent to Establish Friendly and 

Cooperative Relations. The sales order 

signed on the spot amounted to EUR 156 

million.

活动中，荷兰CBTC花卉贸易有限公司与成都三联花木投资有限责任公司签订《平台建设及国际贸易合作协议》，双方将依托花木（农产品）进出口园区共同搭建“成都国际花卉交易中心”；四川禾晟德进出口贸易有限责任公司与拉脱维亚泥炭生产厂商Greenterra LTD签订泥炭合作合同，将共同打造禾晟德全新泥炭品牌；温江区农业农村局与波兰绿植促进会签订《建立友好合作关系意向协议书》。现场签约购销订单总额达1.56亿欧元。

This Seminar consists of in-depth

& Flower Expo Poland, and Xie Songlin, 

chairman of Sichuan Lide Seed 

Technology Co., Ltd. and director of 

Sichuan Engineering Laboratory of 

Colored Seedling Breeding, made keynote 

speeches around opening-up 

opportunities, industrial prospects, 

technological innovation and 

empowerment and discussed the chances 

and challenges brought by the flower-

plant industry advancements to embark 

on a new journey and embrace a new 

future of the industry.

本次活动开展了蓉欧产业深入交流与对话。成都三联花木投资有限责任公司总经理段涛，荷兰国泰郁金香协会常务理事张功，波兰绿植促进会主席、波兰“绿色就是生命”国际展会组织者乔安娜·菲利普恰克，四川立德种苗科技有限公司董事长、四川省名特优新彩色苗木繁育工程实验室主任谢松林等花木产业业内人士，围绕开放机遇、产业前景、技术创新赋能等方面进行主题演讲，共话花木产业发展带来的机遇和挑战，共续蓉欧花木的新征程和新未来。

Talks on international cooperation in the 

industry were conducted. Representatives 

of Chinese and European industry 

associations and enterprises initiated 

discussions and shared their views on 

the way ahead of Sino-Europe 

horticulture, of the common development 

of the flower-plant industry and local 

economy, of industry-driven cross-border 

integration and expansion of city 

influence, and expressed their wants to 

carry out international cooperation in 

the future.

活动还进行了“花木产业的国际合作”对话，中欧行业协会、企业代表，围绕中欧园艺产业发展趋势、花木产业的发展与当地经济发展相结合、花木产业带动产业跨界融合、推动城市名片传播力等进行讨论和分享，表达了未来开展国际合作的意愿。

On that morning, foreign guests also 

visited Chengdu Medical City, Lujiatan 

Wetland Park, Sanyi horticulture, flower-

plant (agricultural products) import & 

export zone in Wenjiang District, and 

Chen’s Grand Courtyard to gain an in-

depth understanding of the investment 

environment, the construction of “two 

rivers and one center” system, the 

flower-plant industry development 

and the cultural history in Wenjiang.

当天上午，参加“蓉欧产业对话”中国（成都）—欧洲花木产业论坛的外方嘉宾还实地参访了成都医学城、鲁家滩、三邑园艺、温江区花木（农产品）进出口园区、陈家桅杆，深入了解我区投资环境、“两河一心”营建、花木产业发展及温江的人文历史。

It is known that Chengdu-Europe Industry 

Dialogue, initiated and hosted by the 

Foreign Affairs Office of Chengdu 

Municipal People’s Government, aims

to, through conducting international 

conferences, forums, exhibitions, 

business fairs and other exchange 

activities with Europe, publicize and 

promote a list of key industrial fields 

and projects, industrial function zones 

and investment opportunities in Chengdu, 

facilitate the matching of industrial 

resources and needs between Chengdu 

and European countries, and deepen 

practical cooperation between the two 

sides. The holding of this event will 

provide a new industrial exchange and 

cooperation platform for Chengdu and 

Europe, enhance the exchanges and 

mutual learning between Wenjiang and 

Europe in the field of flower-plant 

industry development, and jointly 

explore new development opportunities 

for the industry.

据了解，“蓉欧产业对话”由成都市人民政府外事办公室发起主办，通过举行国际会议、论坛、展会、洽谈会等对欧交流活动，宣传推介成都重点产业领域、重点产业项目、产业功能区和投资机会清单，促进成都与欧洲国家产业资源与产业发展需求匹配对接，推动双方持续深化产业务实合作。本次活动的举办将为蓉欧搭建起新的产业交流合作平台，增进温江与欧洲在花木产业发展领域的交流互鉴，共同探索花木产业合作新发展、新机遇。
