While the regulations issued by Civil 

Aviation Administration of China 

prohibiting passengers carrying power 

banks without 3C certification onboard 

have caused great concern of the public 

over the issue, such stringent restrictions 

are not applicable to rail transport in 

China, according to the authorities 

of China's high-speed railways and 

Chengdu Metro.

The 3C certification, the China 

Compulsory Certification, is a 

mandatory safety and quality standard 

for products sold in China. 

自中国民航局发布禁止携带无3C认证充电宝上机规定以来，公众对携带充电宝出行愈发关注。目前，中国高铁、成都地铁均不要求充电宝有3C标识。

中国高铁：充电宝需标志清晰

Power banks belong to the category of 

restricted items in The Catalogue of 

Prohibited and Restricted Consignments, 

a document issued by the administration 

of China High-speed Railways on May 

17, 2022. The document makes it clear 

that carrying power banks must meet 

two requirements: 1, the power bank 

must have clear marks; 2, the capacity 

of the power bank must be under 100 

watt-hours. an equivalent to about  

27,027mAh.

2022年5月17日公布的《铁路旅客禁止、限制携带和托运物品目录》中，明确了限制随身携带的物品，充电宝就属于其中之一。该目录对充电宝有两个要求，一是需要标志清晰，二是单块额定能量不超过100Wh。100Wh相当于大约27027mAh的容量。

The National Railway Customer Service 

Center says that, as long as the total 

luggage weight limit is not exceeded, 

there will be no other requirements on 

3C certification on the power bank or 

the number of power banks to be carried 

onboard apart from that it must have 

clear markings and that it be under 100 

watt-hours.

全国铁路客户服务中心客服表示，目前对于充电宝的3C标识没有要求，标志清晰且单块额定能量不超过100Wh的充电宝可以随身携带，在不超过携带品重量的前提下，没有数量限制。

Authorities of subway operation in 

Chinese cities have so far not reached a 

unified standard on power banks check 

and the requirements vary for power 

banks across the country.

不同于中国铁路部门对充电宝的统一限制，各地地铁对于充电宝的要求不一。

“We don’t require that power banks must 

have 3C certification. However, on-the-

spot security check will be carried out 

on the power banks in a large quantity”, 

said a staff of the Security Supervision 

and Service Hotline of Chengdu Metro. 

Metro security personnel also confirmed 

that there are currently no restrictions on 

the model, quantity, or capacity of power 

banks.

成都地铁监督服务热线的工作人员表示：“地铁对充电宝没有3C标识的要求，如果携带数量较多的话，需要现场工作人员进行判定。”地铁安检工作人员也表示，目前对于充电宝的型号、数量和容量均无限制。

In addition to Chengdu, subways in 

Beijing and Shanghai also have no 

specific restrictions on power banks. 

However, metro systems in Fuzhou, 

Chongqing, Guangzhou and other cities 

do impose limits on both the number and 

capacity of power banks.  

对充电宝没有相关限制的，还有北京、上海等地地铁，福州、重庆、广州等地地铁对于充电宝有数量及容量限制。
