APEC Business Travel Card (ABTC) is 

a business travel document issued under 

the ABTC scheme. It is granted to 

approved business travelers from APEC 

economies for direct entry to and exit 

from APEC economies.

APEC商务旅行卡是根据APEC商务旅行卡(以下简称“旅行卡”)计划，经申请批准，由APEC范围内各经济体的相关商务人员持有，可直接出入各APEC经济体的商务旅行证件。

Currently, all 21 APEC economies are 

fully participating members to the ABTC 

scheme. Holders of a valid ABTC with 

Chinese nationality can enter up to 16 

economies: New Zealand, Australia, 

Brunei, the Philippines, Russia, 

Singapore, Thailand, Peru, Chile, 

Mexico, Indonesia, Vietnam, Papua 

New Guinea, Malaysia, South Korea, 

and Japan.

Canada and the United States are 

transitional members of the ABTC 

scheme and do not offer reciprocal 

entry arrangements, but do provide fast 

track immigration processing for ABTC 

holders from APEC economies.

加拿大和美国是旅行卡计划过渡成员,暂不审批其他经济体申请，但为其他经济体持卡人提供出入境通关便利。

Travel between the Chinese mainland, 

Hong Kong, China, and Taipei, China 

remains unaffected, as the ABTC is 

not mutually applicable; however, 

dedicated channels are available to 

ABTC holders for entry to and exit 

from Hong Kong, China.

中国内地、中国香港与中国台北之间人员往来仍按现行办法办理，互不适用该卡，但持卡人出入中国香港可使用专用通道。

The ABTC is intended for individuals who 

frequently travel for business to APEC 

economies, including: personnel from

state-owned enterprises; personnel from 

private enterprises; and Chinese 

(mainland) personnel from joint ventures 

between China and other countries, 

wholly foreign-owned enterprises, and 

enterprises funded by Hong Kong, 

Macao, or Taiwan.

因工作需要，需经常前往APEC 经济体的国有企业人员;民营企业人员;中外合资、外商独资和台港澳资企业中的中方(内地)人员。

The aforementioned applicants must 

possess a valid People’s Republic of 

China passport, have no criminal 

conviction, and must not have been 

previously denied entry to foreign 

countries, especially APEC economies 

participating in the ABTC scheme.

上述人员须持有效中华人民共和国护照，无犯罪记录或被外国、特别是实施旅行卡计划的经济体拒签的记录。

The ABTC is exclusively designated 

for business-related international travel 

and is not valid for non-business 

purposes, such as tourism, family visits, 

friend visits, or medical treatment.

APEC 商务旅行卡原则上只适用于以商务活动为目的的国际旅行，不能用于旅游、探亲、访友、看病等非商务目的的活动。

Currently, Australia, Thailand, South 

Korea, and Papua New Guinea permit 

non-business travel.

目前澳大利亚、泰国、韩国、巴布亚新几内亚允许非商务目的旅行。

The enterprise completes online 

registration.

After the final review by the Ministry of 

Foreign Affairs, the visa for 16 APEC

the ABTC will be manufactured by the 

Ministry of Foreign Affairs.

The ABTC will be issued by the Foreign 

Affairs Office.

ABTC holders may enter and exit 

approved APEC economies with their 

valid passport at the time of applying for 

the ABTC, along with their valid ABTC. 

ABTC holders are only permitted to 

enter and exit the economies that have 

approved their ABTC application 

(indicated by the English abbreviations 

on the back of the ABTC). Major ports 

of entry and exit in the fully participating 

members to the ABTC scheme are 

equipped with dedicated ABTC lanes, 

typically marked as “APEC Business 

Travel Card”.

持卡人持申办旅行卡时的有效护照和有效旅行卡出入有关经济体。持卡人只能出入批准其旅行卡申请的经济体(以英文缩写字样标注在旅行卡背面)。加入旅行卡计划的各经济体主要口岸均设有旅行卡专用通道，标识通常为“APEC Business Travel Card”。

ABTC applications must be submitted 

directly by the enterprise; delegation to 

third-party agencies is prohibited. 

The provision of false identities or 

documents to unlawfully obtain the 

ABTC is strictly forbidden. Any 

violations of immigration administration 

laws will be reported to pertinent 

authorities for legal action.

申办企业作为申办主体，不得委托中介机构办理APEC商务旅行卡，不得以编造虚假身份、提供虚假材料等非法手段骗取APEC商务旅行卡，如有涉嫌违反国家出入境管理相关法律的行为，将移交有关部门依法处理。
