across China are taking measures to make 

payments more easily for foreigners when 

purchasing in China.

At a regular briefing on policies by the State 

Council, held on March 1, Zhang Qingsong, 

vice governor of the People's Bank of China, 

the central bank, proposed three solutions for 

the problems concerning the inconveniences 

for foreigners when they make payments in 

China and urged comprehensive and coordinated 

actions in a bid to achieve concrete results in 

the near future.

Expanding the acceptance of overseas bank cards

拓展外卡受理商户方面

All shopping venues across the province, 

including retailers in pedestrian streets, tourist 

destinations, airports and railway stations, 

are asked to accept foreign cards for payments 

and put into service POS terminals to accept 

foreign cards for payments. commercial banks 

will optimize account-opening processes to 

make it easier for foreigners to open a bank 

account in China. For contractors to provide 

retailers with new POS terminals and terminal 

upgrading, they will receive a subsidy of 50% 

expenses for each of the terminals and related 

maintenance up to RMB800.

支持全省商圈、步行街、旅游景区、机场车站等外籍人士在川消费场所拓展外卡受理商户，开通外卡POS机。对收单机构为商户新增或升级外卡POS机设备给予每台设备及运维费用的50%、不超过800元的资金补贴。

Lowing the payment via foreign accounts

降低外卡刷卡费用方面

Make tour inspections on retailers with 

payment services via foreign accounts to 

ensure smooth operations. Meanwhile, to 

encourage the acceptance of foreign accounts 

in payment, provide subsidies for retailers 

equivalent to the difference in payment 

between the service charge for the foreign 

account and the local account opened at the 

same bank. 

将开展全省存量外卡商户全面巡检，确保外卡刷卡受理顺畅。同时，对商户外卡刷卡手续费高于境内同一银行刷卡手续费部分给予补贴，提升商户接受外卡刷卡意愿。

Supporting mobile payments

支持发展移动支付方面

To facilitate the simplification of the identity 

authentication and support mobile payments 

via the binding of e-wallet with foreign bank 

accounts, overseas e-wallets and China 

Unionpay Quick Pass at retailing terminals in 

the province, to provide more convenience for 

scan-to-pay for small-amount payments and 

convenience payment venues.

将推动支付服务主体简化注册认证流程，实现境内电子钱包绑定境外银行卡、境外钱包和云闪付旅行通卡在商户端进行移动支付，便利外籍人士在小额、便民场景的扫码支付等。

Improving account opening services

提升入境人士账户服务方面

To simplify the process of account opening for 

foreigners in the province, and provide reservation, 

form completion online, screening, examination 

and approval of applications for foreigners. To 

support local banks to expand bank services at 

exit and entrance ports.

将推动外籍入川人士简易开户工作，实现外籍人士线上预约开户、电子填单、名单筛查、系统审批等流程的快速处理。支持银行在出入境口岸延伸账户服务。

Improving cash acceptance

优化现金使用环境方面

To support financial institutions in accelerating 

the establishment of foreign currency exchange 

points and deploying self-service currency 

exchange machines at airports, foreign-related 

hotels, key business districts, well-known tourist 

attractions, and so on, across the province. In 

the form of "change wallets," services such as 

exchanging small denomination banknotes and 

collecting damaged currency will be provided 

to social entities. Encouragement will be given 

to social entities to display signs indicating 

support for cash transactions.

将支持金融机构在全省机场、涉外酒店、重点商圈、知名景点等加快外币兑换点建设和自助兑换机投放。以“零钱包”形式，为社会经营主体提供零钞兑换、残损币回收等服务，鼓励社会经营主体张贴支持现金收付标识标牌。

Promotions

加大宣传引导方面

To set up permanent points at key venues related 

to foreign affairs, exit and entrance ports and on 

inbound international flights to provide relevant 

information, hand out brochures on financial 

services for foreigners, to provide information 

and consultancy on mobile payment, such as the 

operation, limit on the amount of payment, and 

common questions.

将在涉外重点区域、出入境口岸和入川国际航班设立常态化宣传点位，发放外籍入川人士金融服务手册，宣介外卡移动支付使用流程、交易限额，以及回答常见问题等。
