High-end foreign talents and urgently 

needed specialists necessary for the 

economic and social development of 

China.

国家需要的外国高层次人才和急需紧缺专门人才。

Visa extension： Foreigners who 

enter with R visas，and have not 

terminated their original entry reasons 

or need to continue to stay after the 

expiry of the duration of stay specified 

in their visas for other legitimate reasons 

without the need to change the visa type, 

shall apply for extension of duration of 

stay in their visas 7 days before the 

expiry of the authorized stay specified 

in their visas.

Visa renewal: Foreigners who need 

to change the purpose of stay or are 

granted entry conveniences in 

accordance with relevant provisions

of the state, or start using new 

passports or need to stay separately 

from the tour group after entering 

with a group visa due to objective 

reasons, shall apply for visa renewal 

7 days before the expiry of the 

duration of stay specified in their visas.

签证延期：持R字签证入境的外国人，因原入境事由尚未终止或者因其他正当事由需要在签证停留期限届满后继续停留且无需变更签证种类的，应当在签证注明的停留期限届满7日前申请延长签证停留期限；

签证换发：按照国家规定需要变更停留事由、给予入境便利或者因使用新护照、持团体签证入境后由于客观原因需要分团停留的，应当在签证注明的停留期限届满7日前申请换发签证。

1. Original valid passports or other 

international travel documents, visas

and entry stamps;

2. Visa/Stay Permit/Residence Permit 

Application Form;

3. Original accommodation registration 

certificate;

4. A recent two-inch frontal half-body 

bare-headed photo;

5. Original letter of certification issued 

by the inviting and receiving entities 

(the content should include:the basic 

information of the inviting entity and 

the applicant, the reason for application 

which includes the activities engaging 

the applicant in China and the duration 

of stay of the applicant in China the 

inbound and outbound travel 

arrangements, the living expenses of 

the applicant during the stay in China 

and a guarantee to abide by Chinese 

laws);

6. Applicants who do not enter with 

R visas shall submit original 

certification materials that meet the 

conditions and requirements for the 

introduction of high-end foreign talents 

or urgently needed specialists as 

determined by the competent 

departments of the Chinese government;

7. Entities that have not applied for 

filing or received annual examination 

shall submit the original certificate of 

registration that has passed the annual 

examination.Entities that have applied 

for filing and passed the annual 

examination shall provide the original 

certificate of fling that has passed the 

annual examination (for documents 

concerning the certificate of registration, 

please refer to the instructions of 

application for filing) ;

8. Foreigners who start using a new 

passport because the original one is 

about to expire or is running out of 

visa pages shall also submit the  

original passport with the latest entry 

stamp or relevant certification issued 

by the embassy or consulates of the 

applicant's country in China specifying 

that the original passport has been 

withdrawn, in addition to the above-

mentioned documents(1-4). In this case, 

foreigners could apply for a visa with 

the same validity period, duration of 

stay and the remaining valid entry times 

of the original one.

9. Foreigners who need to add 

accompanying persons after entry shall 

also submit the passport with the latest 

entry stamp and the birth certificate of 

the accompanying persons, in addition 

to the above mentioned documents (1-4). 

In this case, foreigners could apply for 

a visa with the same validity period,

duration of stay and the remaining valid 

entry times of the original one.

10. Foreigners who need to stay 

separately from their tour group after 

entering China with a group visa shall 

also submit a certification letter issued 

by the hosting travel agency,in addition 

to the above-mentioned documents (1-7).

11. Other necessary original certificates 

according to requirements.

1.有效护照或者其他国际旅行证件、签证、入境验迄章原件；

2.《外国人签证证件申请表》；

3.住宿登记证明原件；

4.近期两寸正面半身免冠照片一张；

5.邀请、接待单位证明函件原件（内容应包括：①邀请单位和申请人基本情况，②申请事由：来华活动内容、在华停留期限，以及出入境行程安排，③在华期间生活费用和遵守中国法律担保）；

6.非持R签证入境的，还应提交符合中国政府主管部门确定的外国高层次人才和急需紧缺专门人才引进条件和要求规定的证明材料原件；

7.未申报备案和年审的单位，提交经年检的注册申报证明原件。已通过年审的申报备案单位提供经年审的申报备案证明原件（提交注册电报证明材料标准参照申报备案须知）；

8.因外国人护照即将到期或者签证页用完等情况领取新护照的，除提供1至4项材料外，还须提交本次入境时所持护照或者所属国驻华使领馆出具的已收回本次入境时所持护照的相关证明原件，可换发与原R签证入境有效期、停留期及原R签证剩余有效入境次数一致的签证；

9.因外国人入境后增加偕行人的，除提供1至4项材料外，还须提交本次入境时所持护照原件，偕行人的出生证明原件，可换发与原R签证入境有效期、停留期及原R签证剩余有效入境次数一致的签证；

10.因持团体签证入境申请分团停留的，除提供1至7项材料外，还须提交接待旅行社证明函件等材料原件；

11.其他应当提交的证明材料原件。

Extension: An extension of no more 

than 180 days can be applied. The 

extended duration of stay shall be 

decided by the exit & entry 

administration departments of public 

security organs according to specific 

cases.

Renewal: A zero-entry, single-entry,

double-entry, or multiple-entry visa 

with a valid period of no more than 5 

years and a stay peiod of no more than 

180 days can be applied. The duration 

of stay of the renewed visa shall not 

exceed one consecutive year from the 

date of the current entry. The duration 

of stay shall be decided by the exit & 

entry administration departments of 

public security organs according to 

specific cases.

延期：可以申请延长不超过180日的停留期限，具体批准时限由公安机关出入境管理机构根据申请人情况审批决定。

换发：可以申请换发入境有效期不超过5年，停留期不超过180日的零次、一次、二次或多次签证。签证换发的停留期自本次入境之日起连续累计不超过1年。具体批准时限由公安机关出入境管理机构根据申请人情况审批决定。

Under any of the following 

circumstances, the inviting entity or 

individual, relatives of the applicant 

or professional service agencies may 

file the application on behalf of the 

applicant:

The applicant is under the age of 16 or 

over the age of 60 or it would unduly 

inconvenience the applicant due to 

illness or other reasons; The applicant's 

current entry is not his or her first entry 

and the applicant has good records of 

stay or residence in China; The inviting 

entity or individual has guaranteed to 

cover the necessary expenses of the 

applicant incurred in China.

具有下列情形之一的，可以由邀请单位或者个人、申请人的亲属、有关专门服务机构代为申请：

未满16周岁或者已满60周岁以及因疾病等原因行动不便的；非首次入境且在中国境内停留居留记录良好的；邀请单位或者个人对外国人在中国境内期间所需费用提供保证措施的。

Relevant documents in foreign

Chinese.Applicants shall be interuieued. 

An agent mayf file the application on 

their behalf if the applicant meets the 

aboue-mentioned conditions. The exit-

entry departments may refuse to issue 

the visa according to law if the applicant, 

or the entity or indiuidual concerned 

fails to take the interuiew at the agreed 

time in accordance with the notice of 

the exit-entry departments without 

legitimate reasons.Extension of stay is 

valid only for the current entry and 

does not affect the number of entries 

and entry validity of the original visa, 

and the cumulative extension ofthe stay 

should not exceed the period of stay 

specified in the original visa.When a 

new visa is issued, the original visa is 

inualid.Applicants with Chinese 

household register shall cancel their 

household registrations before filing an 

application, and shall submit certificate 

of cancellation of household registration 

issued by the public security organs 

when necessary.The inviting entity 

should follow the Instructions for 

Declaration and Filing of Inviting 

Entities to apply for the declaration 

and filing at the Chengdu Exit and 

Entry Seruice Center.

有关证明外文材料应当翻译成中文。申请人须接受面谈。满足代为申请条件的,可以代为申请。但通知申请人或者有关单位、个人面谈，无正当理由未在约定时间内接受面谈的，可以依法不予签发签证证件。延长签证停留期限，仅对本次入境有效，不影响原签证的入境次数和入境有效期且累计延长的停留期限不超过原签证注明的停留期限。换发签证的，原签证失效。未注销中国户籍的人员，应注销户籍后再提出申请，必要时提交公安机关出具的户籍注销证明。邀请单位应当按照《邀请单位申报备案须知》在成都市出入境接待中心办理申报备案手续.
