The employers shall create an 

account for the first time to 

use the "Service System for 

Foreigners Working in China", 

filling in all the information 

online except for the"company 

label" (those of special types 

of companies that meet the 

requirements can fill in this 

information truthfully), and 

providing the relevant documents 

online. The system can only be 

used after approval is given for 

the registration.

用人单位首次使用“外国人来华工作管理服务系统”须注册账号，在线完整填写除“单位标签”(该项目符合对应条件的特殊类型

单位可据实填写)外的所有项目信息并提供相应的电子材料，经认证成功后方可使用该系统。

Documents required for the 

employers or the entrusted 

instituions go register online 

in the "Service System for 

Foreigners Working in China":

用人单位或受委托的专门服务机构登录“外国人来华工作管理服务系统”在线注册账号所需材料：

✓ Information registration form

   信息注册表

✓ Legal registration certificate

   合法登记证明

✓ Identity certificate of the 

   person in charge and the agent

   负责人及经办人身份证明

✓ Industry license

   行业许可证明文件

✓ Power of Attorney for the agent

   经办人委托书

If there are no special 

circumstances and documents 

submitted are complete, the 

maximum processing time is 

5 working days.

如无特殊情况、材料齐备，认证时限5个工作日

A preliminary examination of 

the documents will be made 

within five working days since 

the date of submission 

(excluding the submission day). 

For applications with insufficient 

or nonstandard documents, an 

online one-time notification for 

documents required will be 

issued, and applications will 

be accepted for further review 

after all the required documents 

are provided. For applications 

with required documents, an 

online acceptance notice will 

be issued.

受理机构应当在5个工作日内(材料提交当日不计算在期间内)对网上提交的材料进行预审和受理。材料不齐全、内容不规范的，受理机构应当一次性在线告知需补正材料，并出具一次性告知书，补正后予以受理；材料齐全、符合要求的，应当予以受理，并在线生成受理通知。

After the acceptance of the 

documentsonline, the competent 

department willstart review and 

make a decision within 5 working 

days from the date of acceptance, 

with no more paper-based 

documents for verification 

required.

受理机构网上受理后，决定机构应当自受理之日起5个工作日内进行审查并作出决定，不再提交纸质材料核验。

The application that meets the

requirements and standards shall 

beapproved, and the Foreigner’s 

Work PermitNotice shall be

issued online without requiring 

more paper- based documents. 

The application that doesn't 

meet the requirements and 

standards shall be denied and 

the written denial decision with

explanations shall be issued.

符合条件、标准的，作出准予行政许可决定，在线生成《外国人工作许可通知》，不再核验纸质材料；不符合条件、标准的，作出不予许可书面决定，说明理由。
