Category I: Basic Medical 

Insurance for Urban Employees

第一类：办理城镇职工基本医疗保险

Foreign nationals legally working in 

China may apply for basic medical 

insurance for urban employees with 

legally obtained employment certificates 

such as the Alien Employment Permit, 

Foreign Expert Certificate, Permit for 

Permanent Foreign Journalists, and 

residence permit for foreigners, as well

as Foreigner Permanent Residence 

ID Card. Employers shall handle social 

insurance registration for foreign 

workers within 30 days from the date of 

handling employment certificates, 

according to the Social Insurance Law of 

the People's Republic of China and 

Interim Measures for the Participation 

in Social Insurance of Foreigners 

Employed in China.

The handling procedures shall be 

conducted according to relevant

regulations on the registration of urban 

employees' participation in insurance.

依法获得《外国人就业证》、《外国专家证》、《外国常驻记者证》等就业证件和外国人居留证件，以及持有《外国人永久居留证》，在中国境内合法就业的非中国国籍的人员，可以购买城镇职工基本医疗保险。

按照《中华人民共和国社会保险法》、《在中国境内就业的外国人参加社会保险暂行办法》相关规定，用人单位应当自办理就业证件之日起30日内为其办理社会保险登记。

办理程序按照城镇职工参保登记相关规定执行。

Insurance for Urban and 

Rural Residents
第二类：城乡居民基本医疗保险

Foreign nationals who are not employed 

in Chengdu, have obtained the 

Foreigner Permanent Residence ID Card 

in and outside Chengdu, and have

registered long-term residence in

Chengdu may apply for basic medical 

insurance for urban and rural residents 

in Chengdu.The first application for 

participation requires registration in 

villages (communities) where the 

residence permit is registered, and

the Foreigner Permanent Residence ID 

Card should be provided.

After the insurance participation 

registration is completed, the insured 

can pay fees by signing a bank 

withholding agreement or through the 

WeChat official account "Chengdu Tax" 

(WeChat ID: chengdutax), WeChat, 

Alipay, and other channels.

After successful payment, the insured 

can follow the WeChat official account 

of "Wenjiang Medical Insurance" (WeChat 

ID: wjqylbzj1001) to inquire about 

insurance participation through 

"Convenience Service–Online Handling 

Hall".

未在成都市内就业，且取得本市《外国人永久居留证》、或持有非本市取得《外国人永久居留证》在本市办理了住宿登记的长期居住外籍人员，可以在成都市购买城乡居民基本医疗保险。

首次参保需在居住证所在村（社区）办理参保登记，办理时需要携带《外国人永久居留证》。

参保登记完成后可通过签订银行代扣协议、“成都税务”微信公众号、微信、支付宝等渠道实现缴费。

缴费成功后可关注“温江医保”微信公众号，通过“便民服务—网上经办大厅”查询参保情况。
